Sheffield Wednesday Faces a 'Significant Problem', Says Independent Regulator

'We are going to be a part of football's future' - newly appointed regulator the new chairman

The team's current difficulties are seen as a "significant problem" and the football regulator is looking to gain the ability to look into club affairs in such situations, the newly appointed chairman David Kogan has declared.

In a wide-ranging interview, the chairman, who was recently selected, voiced concern towards the club's followers.

The regulator engaged with four supporter groups connected to the Championship side recently.

The Championship side have been facing challenges both on and off the pitch in 2025, with the club missing wage payments on multiple instances, including in September.

"Obviously the club has become a serious issue for football authorities and a substantial concern for English football," the chairman stated.

"Wednesday stands as one of the historic institutions for English football and this week we have met fan representatives.

"We're now looking to get powers... which will enable us to take Sheffield Wednesday - and other clubs submitted for our review if they need to be investigated and dealt with."

Financial Struggles and Proprietorship Status

The club's controversial proprietor the current owner indicated in the summer he would be willing to sell up at the stadium, but he has not been able to secure a deal with prospective buyers.

Failure to pay player wages on time in spring months caused limitations by the football authorities in mid-year, stopping Wednesday from completing any transfers or loans for the next three transfer windows, although that restriction was lifted in August.

Official's Viewpoint

The chairman stated: "Our role exists to serve the Owls followers, other clubs in similar situations where supporters are loyal to a local institution that has been part of their lives in numerous instances.

"I have absolute sympathy for the team's plight, as I do for each organization that in modern times have encountered failure, or been close to going to the wall, for causes separate from the followers."

When asked if the oversight body could require an chairman to relinquish a club if they are deemed unsuitable, Kogan said: "If your question is 'would we intervene in the final instance?', the reply is once we assemble the facts and know what's going on, we will."

But the chairman emphasized that requiring chairmen to relinquish clubs would be considered the final option and the regulator would prefer to cooperate with proprietors.

"Our least desirable course of action is begin intervening in an particular organization, an specific proprietor, without having the opportunity to collaborate with that chairman to fix the problems affecting the organization and the proprietor's dealing with," the chairman stated.

"In actuality, when you review the record of the game, over the past few decades there have been some owners, a small minority, but some who have been irresponsible in the manner they have operated their clubs and ultimately refuse to accept accountability for the coming years."

'If we get it wrong, extraordinary progress vanishes'

The chairman convened with delegates from multiple organizations to detail the scope of the oversight body this week and maintained it represented a "proactive meeting" with a "high level of engagement" from the lower divisions to the top flight.

"It's a job that's actually really important, because if we get it wrong, if the sport makes errors, the significant advances achieved might evaporate rapidly," the chairman stated.

"Such an outcome is universally undesirable in the realm of domestic football is a substantial accomplishment - we must maintain momentum.

"Substantial financial resources flowing into the game and has come into football for the last 20 or 25 years, because certainty is lacking it will continue to come into football, which is part of the rationale behind I think we have to take a really clear view on potential dangers and naturally, of the immediate future."

Premier League Concerns

The Premier League opposed the establishment of an oversight body because of concerns about detrimental effects on the top-flight's competitiveness, but the chairman responded: "I'm absolutely committed to the achievement and development as an financial organization of the Premier League.

"I of all people understand the worry about compromising the division as a high-quality offering of the nation. But concurrently, if you engage with division representatives after the recent gathering, they would have had a significant degree of comfort -and, indeed, they have been telling us in private they have a high level of reassurance."

Ideological Links

Kogan is still facing a "comprehensive investigation" by the public appointments commissioner after he revealed he contributed money to the political party in 2020.

The chairman provided financial support for government minister Lisa Nandy's leadership campaign, along with that of the current Prime Minister.

"I have fully disclosed my past party membership [with Labour], and that political affiliation came to an end the day the official body endorsed my nomination," the chairman stated.

"I currently have no participation in any type of partisan engagement."
